No, FitnessSyncer only operates with completed activities.
A ride only reaches us once your device has finished uploading its recording to Wahoo. Until that upload completes, Wahoo has the ride listed but no file to give us, so FitnessSyncer skips it and picks it up on a later sync rather than storing a ride with no route in it.
If your device syncs over your phone, opening the Wahoo app is usually what finishes the upload.
One of them matters more than it looks: the offline access permission is what lets Wahoo tell us about a new workout while you are not using FitnessSyncer. Without it we would only see your rides the next time you happened to open the site.
